The Youth and Environmental Advocacy Centre (YEAC-Nigeria) has praised President Bola Ahmed Tinubu for his efforts in advancing the implementation of his Presidential Artisanal Crude Oil Refining Development Initiative (PACORDI). YEAC has been leading a global movement in support of PACORDI, which aims to modernize, legalize, and integrate artisanal refineries into the national economy.

Fyneface Dumnamene Fyneface, the National Facilitator of PACORDI and Executive Director of YEAC, developed the concept in response to the establishment of the Presidential Artisanal Gold Mining Development Initiative (PAGMI) for illegal gold miners in parts of North and Western Nigeria. Fyneface argued that PACORDI should be established by the Federal Government as a corresponding initiative for artisanal refiners in the Niger Delta.

In line with this campaign, Ita Enang, a former Presidential Adviser, collaborated with relevant federal ministries and agencies to organize events in March 2021 and 2022 aimed at integrating artisanal refineries into the national economy.

Recently, Fyneface confirmed that the Tinubu-led administration has given its support to PACORDI by establishing a committee on August 16, headed by the Permanent Secretary of the Ministry of Petroleum Resources, Gabriel Aduda. This committee will review the project and propose the next steps. Fyneface commended the President for directing the ministry to review and plan the way forward for legalizing and integrating artisanal refineries into mainstream crude oil refining operations.

Fyneface also congratulated key stakeholders such as Senator Enang and Amb. Aduda for their contributions to making the initiative a reality. He urged other stakeholders to participate in the process for a collaborative solution to the issues associated with artisanal refineries, which have been causing organized crime in the Niger Delta and the Gulf of Guinea.

Additionally, Fyneface called upon artisanal refiners in the Niger Delta to cease pipeline vandalism, crude oil theft, and the associated environmental pollution. He encouraged them to await the legal integration of artisanal refinery activities into mainstream crude oil refining operations.
