“An ex-employee claims that I accepted money from individuals seeking employment on behalf of the FCC chair.”

On Monday, Haruna Kolo, a former employee of the Federal Character Commission (FCC), made allegations that individuals seeking jobs paid substantial sums of money, amounting to millions of naira, into his personal account for the purpose of passing it on to Farida Dankaka, the commission’s chairman.

Kolo revealed this during a continuation of the investigative hearing conducted by the House of Representatives ad hoc committee, which is currently investigating job racketeering within federal ministries, departments, and government agencies. Additionally, the committee is examining the mismanagement of the Integrated Payroll and Personnel Information System (IPPIS) in these MDAs.

As a former staff member of the FCC, Kolo shared that he typically engaged with Point of Sale Service (POS) agents to collect cash payments, which he then delivered to the chairman.

Kolo, who now works with the Assets Management Company of Nigeria (AMCON), stated that he was appointed by Dankaka as her chief protocol during his tenure at the FCC. He acknowledged being aware of media reports regarding allegations of job racketeering.

He further explained that the amounts paid by job seekers to secure positions within the commission varied, ranging from one million to five million naira, dependent on the specific MDAs involved.
Kolo stated that he never engaged in the sale of jobs; instead, he acted solely upon the instructions of Dankaka, who consistently received the payments in cash.

He mentioned that Dankaka frequently provided verbal directives regarding individuals paying for jobs and requested lodging the agreed-upon amounts.

“The money is always deposited into my account, which I subsequently withdrew in cash to remit,” he explained.

Kolo clarified that his transition to AMCON was known to the commission’s chairman. He expressed gratitude for this favor, noting that it was extended to him and other individuals who left FCC at that time.

However, he accused the chairman of targeting him when her sister was rejected at AMCON due to her age, asserting that she was 51 years old when she was offered the job.

Kolo shared that he had received numerous threatening calls and sought protection from the committee, cautioning that if any harm befell him, the responsibility should lie with the FCC chairman.

Furthermore, Kolo disputed the chairman’s statement that no recruitment exercise had occurred at FCC since she took office, asserting that he was the desk officer for IPPIS at FCC and that they had issued over 300 employment letters, although the number captured by FCC was fewer.

In response, Dankaka denied the allegations, stating that she never received any money from Kolo, suggesting that there was a conspiracy between him and other commissioners to tarnish her reputation.

Amidst the barrage of accusations, Dankaka took an oath by the Holy Qur’an, swearing that she had never instructed Kolo to collect money from job seekers on her behalf.

Yusuf Gagdi, the committee chairman, claimed that they possessed evidence showing that Kolo had N38.5 million in his account, withdrawn through Point of Sale (PoS) transactions. Allegedly, a total of N75 million was found in Kolo’s accounts across Access Bank, UBA, and Ecobank, indicating proceeds from job racketeering. Kolo is accused of acting as a front for collecting money for job recruitment in violation of service, financial regulations, and the existing law.

Gagdi emphasized that the committee was still investigating and not making any judgments regarding the FCC at this point.
