“Dangote Refinery: The Hiring of 11,000 Indian Workers and the Neglect of Nigerians Explained”

According to the Sub-Saharan African Skills and Apprenticeship Stakeholders Network (SASASNET), the reason behind Dangote Refinery’s hiring of 11,000 trained workers from India instead of young people from Nigeria and other African countries was due to a perceived lack of necessary skills and abilities among the Nigerian youth.

During a two-day conference in Abuja, the Network emphasized the importance of creating a national framework for skill certification in each African nation to facilitate labor migration within the continent. The statement signed by Secretary-General Ousman Sillah outlined the following concerns and recommendations:

1. Vigorous public awareness and engagement are needed to change the negative perception of the value of skills and apprenticeship.

2. Dangote Refinery’s engagement of a large Indian workforce highlights the lack of required skills among Nigerian youths.

3. For the upcoming $25 billion Trans-Saharan Gas Pipeline project traversing the Gulf of Guinea to Europe, Africa should prevent a repetition of the same issue.

4. The absence of National Occupational Standards in many countries hampers the recognition of skills acquired in the informal sector.

5. Few opportunities exist for skilled labor migration across African regions due to the lack of channels to recognize skills acquired in the informal sector.

6. There is a disconnection between trade unions/associations and the development of skills and apprenticeships.

7. The social perception of skilled workers needs improvement.

In light of these concerns, the Network put forward several recommendations for the future, including the creation of National Skills Qualifications Frameworks in each member country with provisions for the informal sector. Additionally, SASASNET aims to collaborate with World Skills to promote competitiveness and talent hunting among African youth.

It was announced that Kenya will host the next General Assembly in 2024, while Nigeria will be home to the Network’s Secretariat
